21 London authorities were joined by 12 authorities from across the country, as well as CIEH, LACORS and London Councils, to debate the latest FSA proposals for the national Scores on the Doors scheme on Tuesday 17 November at Walbrook Wharf in the City of London.

In a lively debate, a significant majority of those present indicated that they would, albeit reluctantly, be prepared to compromise on the FSA proposal for a broad top tier of 0-15 points, provided the broadly compliant score of 10,10,10 points was placed at the equivalent of 2 stars in a 5 star scheme, as is current practice in 126 out of 128 existing 6 tier schemes.

A significant majority also indicated they rejected the FSA proposal to place broadly compliant at 3 star level.

At a 'summit' meeting held by the FSA later the same day, attended by 23 authorities from across the country, CIEH, LACORS, BRE and numerous industry representatives, the FSA rejected the arguments put forward as to why it was inappropriate to place broadly compliant at 3 stars.

Chairing the meeting, Andrew Wadge, FSA, stated that the decision was correct and they did not intend to reconsider it, which to the enforcement stakeholders present seemed to make the holding of such a large meeting pointless.

When advised after the meeting of the views of the LA representatives at the earlier meeting, Andrew Wadge, said:

Well, we will push ahead without you then.

Working group members will be considering the next steps and contact LAs shortly.

The presentation from the morning meeting is attached, as is the letter sent to FSA Board members, which prompted the summit meeting.
